The appropriate official suggestion will be made at ISSAC'91 in Bonn. Organizing decisions for ISSAC'93 in Kiev are prepared now. We hope you will take part in organizing this symposium and we rely upon your supporting our proposal. Prof. J.Fitch have raised the questions on conditions to hold ISSAC at Glushkov Institute of Cybernetics in Kiev. The preliminary answers are listed below. One of sponsors of ISSAC'93 in Kiev will be Soviet-American Joint Venture TECHNOSOFT. TECHNOSOFT, in particular, will provide electronic mail facilities for this symposium. The meeting of soviet scientists with President of ACM was held on March, 5, 1991, in Moscow, at Academy of Sciences of the USSR. The problems of organizing the ACM Local Chapter in the USSR as well as branches of the Special Interest Groups were discussed there. We rely upon your support to organize appropriate contacts with SIGSAM. The possibility to hold ISSAC in Kiev have been considered at this meeting as one of the items of our future collaboration. ANSWERS 1. The Proceedings of ISSAC'93 are intended to be published by ACM/Addison Wesley. 2. Radio Active Contamination. Real state is satisfactory. This point of view is confirmed by the fact that several international conferences were held in Kiev in 1990 including Conference on ENVIRONMENTAL RISK MANAGEMENT (November 22-23, 1990, Kiev, USSR). The conference was held under the aegis of: - The Council of Ministers of the Ukrainan Republic; - WHO-Regional Office for Europe - UN-Economic Comission for Europe, Secretariat - International Institute for Applied Systems Analysis. Also, International Conference & Fair "Software Engineering of 90s" organized under the aegis of the USSR Society of Informatics and Computer Systems and the UNESCO Intergovernmental Committee for Intergovernmental Informatics Programs will be held in May 14-17, 1991, in Kiev. Balance of Applications/Algorithms/Systems papers will be determined by the Program Committee. 4. Travel Arrangements. 4.1. Train Service. There are several direct railway lines between Kiev and the following european cities: - Berlin, Belgrade, Bratislava, Budapest, Karlovy Vary, Prague, Sofia, Warsaw (daily trains); - Paris (one train per week). One can get to Kiev via Moscow. There are more than 10 daily trains Mocsow-Kiev which go mainly by night. This trip takes 12 hours. Moscow have direct railway lines with numerous european cities as follows: - Aachen, Berlin, Belgrade, Bratislava, Budapest, Helsinki, Karlovy Vary, London, Paris, Prague, Sofia, Vienna, Warsaw etc. (daily trains); - Rome (6 trains per week); - Copenhagen, Zagreb (3 trains per week); - Bern, Geneva (2 trains per week); - Frankfurt-on-Main, Hamburg, Malme, Oslo and so on (one train per week). 4.2. Air Service. There are several direct airlines between Kiev and the european cities listed below: - Berlin (3 flights per week); - Warsaw (2 flights per week); - Bratislava, Budapest, Brussels, Frankfurt-on-Main, Leipzig, Paris, Sofia (one flight per week). Once-per-week flights are made mainly on weekend. The direct airline between Kiev and Chicago is expected to be organized. Additionally, the regular line New York-Kiev was declared to be made by PANAM. One can get to Kiev by plane via Moscow. Moscow connected by direct airlines practically with every european capital and numerous european cities as well as New York and Washington. The flight frequency for these airlines is rather high and one can select appropriate flight. There are more then 10 daily flights Moscow-Kiev. The flight takes 1 hour. 4.3. Travel by Car. One can get to Kiev by car from the western border of the USSR selecting one of the available roads. Distance from Kiev to the western border equals to 600-800 km. 5. Registration Fee will be equal approximately 200$ for ISSAC participants. 6. Software and Hardware Importing. Importing software and hardware into the USSR can be organized according to the common soviet regulations for import/export. We will copyright software during ISSAC'93 in Kiev unless appropriate law is carried in the USSR. 7. Stability and Reliability of Information, Timetable, Schedule. Our Institute of Cybernetics has significant experience to organize soviet national and international conferences and it possesses of sufficient facilities to hold ISSAC on the high level. The Institute equipped with telephone, telex and fax communications which are able to provide reliable information tranfer during preparing and holding ISSAC. Social Centre for Informal Contacts will be organized in some place attractive for ISSAC participants. 10. Program for Accompanying Persons. Social program will be provided for ISSAC participants and accompanying persons. This program will comprise sightseeing and visiting concert halls, theatres, museums as well as shopping. Tours of the USSR can be organized before and after ISSAC for the symposium participants and accompanying persons. 11. Method for Obtaining Visas. Entry visa can be got in Soviet Embassy or consulate located in the country where ISSAC participant or accompanying person is residing. It will take 48 hours to get visa if the documents listed below is submitted: - invitation to ISSAC; - the form filled in with the following information: - last name; - first name; - birth-place; - number of passport; - route of travel. ISSAC participants and accompanying persons would send this information to the Organizing Committee and then the appropriate form filled in using this data will be returned to them. 12. FAX Communication. Look at the item 7. 13. ISSAC in Kiev can be held in July or August, 1993. 14. Forms of payments. One can pay in Kiev using cash or American Express, Master Card and Visa credit cards. 15. Money Exchange Facilities. Exchange of hard currency for soviet roubles can be made in the hotel where ISSAC participants and accompanying persons will be located. 16. Hotel-Conference Transfer. The Organizing Committee will have amount of cars and buses sufficient to organize reliable and comfortable transfer between conference hall and hotel. 17. Light Lunch Facilities. Daily light lunch (coffee, tea, sandwiches, cakes) can be organized during the break in the morning lectures. 18. Vegetarians and Other Diets. Vegetarians and other diets can be suggested to ISSAC participants and accompanying persons to order using provisions available in the USSR. 19. Guaranteed Visas. Look at the item 11. 20.
